PayPal has posted notification of the following service disruptions at their end this morning, which are still ongoing and may impact checkout and post-checkout order processing:

Update 1: Our technical teams are continuing to work towards resolving the issue. Please note that
Some PayPal classic APIs may result in error 10001 "Internal Error"
Some PayPal classic APIs may result in error 10004 "Internal Error - Transaction refused because of an invalid argument"
Some PayPal REST APIs may result in HTTP 500 "Unknown Error" errors
Some Instant Payment Notifications (IPN) may be delayed and/or not delivered
We will provide an update once the issue is resolved.
Our system depends on Instant Payment Notifications to process orders, so you may see that some orders have been delayed or not processed today.
We will still process any orders when their corresponding IPN is received from PayPal, which will result in an email being sent to that buyer even if they did not receive their order confirmation/download links at the time of checkout as normal.
If you have had to refund any transaction that was not yet processed on this end, or if you have used the Send Free Download Link function to send digital products to someone who has paid but not yet received their normal download links then you can use the "Block Buyers/Transactions" tool on the Seller Admin screen to prevent those specific transactions from generating more download links later. Just enter the transaction ID of any affected order in this screen and our system will ignore it when PayPal finally sends us the information.
