Is there a way to have the buyer enter their name, as opposed to using the default name associated with their PayPal address? Occasionally the use a "business" name, and it would be great to manually enter their name through the checkout process somewhere.

All buyer info for PayPal checkouts would be collected on PayPal's checkout site, so we don't have any influence over that, and the buyer name is whatever name is connected to their PayPal account. If you require the buyer to provide a personal name for the product itself (e.g. for personalization such as engraving), you could configure the product using "Variations that tell more..." to add a text field next to the item's Add to Cart button:
