If I publish the page out to my website...customers will have access to it also and it's not ready for prime time (and I wouldn't be able to move the old one back out there because I've edited it). I fully tested paypal buttons within my website development tool.

If you upload a page on your site and nobody knows about it, I don't see an issue in it. That's the only way to really test the cart.
