Tax exempt customers, non-profits e.g

Some customers pay no sales tax, even if they're in geographies where I collect sales tax from most customers. Is it possible to accommodate them at the time of sale instead with a partial refund after the fact? Each of these customers will have a unique "Tax ID" number.

We have no way of determining tax-exempt status in the cart during purchase, so we can only recommend refunding any tax paid after the fact.
