Can e-junkie cart be set up to charge $8.95 for shipping on orders up to $30, then charge 27% of the order after $30 for shipping?

Indeed, that topic should give you the gist. More specifically for your scenario, you'd create one shipping rule applying a Flat rate of 8.95 when Max. Item Total = 30.00, and another rule applying a "Percentage of order total of shippable items" rate of 27% when Min. Item Total = 30.01. For both rules, leave all other Min./Max. thresholds blank/0.
