That is the generic thank-you page that buyers would see if they finish checkout and proceed to their thank-you page before PayPal has notified our system that they completed the buyer's payment. This can sometimes happen normally if PayPal simply takes longer to complete the payment than it took for the buyer to finish checkout (e.g., eCheck payments can take several days to clear), or if you need to manually approve any payments for the reasons explained here:

Once the payment is completed and we receive confirmation of that from PayPal, we will send the buyer a thank-you email with a link to reach their thank-you page with the download link.
