If I set a code to be one time use, and then I go in and modify the settings (say extending the date) will people who have already used their code get to use it again? (That would be bad).

One time use means that a code can be used only one time, that's not one time "per user".
If you change the settings of a particular code, that won't change it's use time. So if you have a code with use count limit of 5 and it has been used only 1 time and then you change the date. It will still be only usable for 4 more times.
