We can only perform live rate-lookups with UPS or the US Postal Service for US-based merchants; however, you can still set up a custom shipping calculation method to apply a flat rate per order, price per item, or price per weight unit. Generally speaking, the setup goes like this:
Go to Seller Admin > Cart Shipping Settings and set up the following:
Shipping Origin: select your country and enter your zipcode (if you're outside the US, just enter any 5-digit number);
Shipping Destinations: if you will only ship to certain countries, select them in the list, or otherwise select nothing for Worldwide shipping;
Leave all other settings blank or 0.00;
Click Next to save settings and proceed to the Shipping Rules screen.
In the Existing Shipping Rules menu, select and Delete any Rules you may have saved there.
Set up your first Shipping Rule for Domestic shipping:
Shipping Rate Calculator: [select Flat, Price per Unit, or Price per Unit Weight]
Shipping Amount: [enter your rate for the calculation method selected above]
Country: Select your country;
Click Submit to save the Rule.
If you will ship Internationally at a different rate:
Shipping Rate Calculator: [select Flat, Price Per Unit, or Price per Unit Weight]
Shipping Amount: [enter your rate for the calculation method selected above]
Country: All Countries (covers all countries you'd selected in your Shipping Destinations list that don't have a Rule of their own);
Click Submit to save the Rule.
Then just make sure you enable Shipping/Buyer's Address in the settings of each shippable product. This should also give you a place to enter a Weight in the product's settings, if you set up Rules to use the Price per Unit Weight calculation method.
