How To Stop Theft

I'm having someone buy up all my inventory on Ebay and is reselling it. I first started blocking them on Ebay, then they kept changing emails, so then I learned how to block them on e-junkie with their email address. Now they are changing their email. They are still using the same IP address so I'd like to block that but don't know how. Besides that, is there a way I can put a delay in the e-junkie emails so I can OK them before they go out? Any other way to block this person? They have gone through about a third of my inventory already and will have all of my content in about a week at this rate. Thanks.

If they're reselling content for which you own the copyright, you can file a DMCA notice to report their auction listings to eBay for copyright infringement:

Unfortunately, we have no way of knowing who a buyer is until after they have already completed their payment, especially with eBay sales, where orders aren't even initiated from our system; we only find out who the buyer is after the fact, when PayPal sends us confirmation of completed payment. Even blocking a given IP won't work for long, as it's trivial for the buyer to get a new IP by moving to a different wifi hotspot or simply resetting their router, and the blocked IP would eventually get reassigned to other users of the same ISP who may be legitimate buyers.
