Hm, very strange! I just tested sending that exact link to my Outlook email address and had no trouble opening the link from there.
If you're using Outlook email in Microsoft Office 365, that has its own "Safe Links" protection feature that may be involved here. You can submit a URL as a "false positive" (blocked by mistake); we don't use Office 365 here and thus don't have access to that, as far as I can tell, so we'd appreciate if you could do it for us.
First visit the Microsoft 365 Defender submissions page here and sign into the Microsoft account you use with Office 365. Then follow the instructions here under the heading Send a suspect URL to Microsoft to submit that link URL as Should not have been blocked (False positive). Thanks!
