Yes, PayPal has recently changed some things about how their site's language localization works, so our "Default language in Checkout page" setting now generally has no effect.
If the buyer logs into their PayPal account at checkout, PayPal's site will apply whatever language the buyer has chosen in their account settings. Also, if the buyer has selected a country in their cart (due to your cart shipping or tax/VAT settings) before checkout, then when the buyer proceeds to checkout with PayPal, the initial checkout page (where the buyer can log into their PayPal account or just provide card info directly) should set the proper language for the buyer's selected country.
The E-junkie shopping cart is presently only available with text labels in English, although you can customize the text in the lower half of the cart (below where the items in the order are listed) -- please see this page for cart customization:
