Free Shipping in the USA

I want to set e-junkie so that shipments sent to the USA are free and then have e-junkie calculate any shipments to other countries. Does anyone know how I could do this? I figured out how to set up the free shipping by putting everything to 0 and using a flat rate of 0. But for other countries do I have to make a new shipping rule for each country that I want to ship to?

If you want each country to have a different shipping rate then you would need to make shipping rule for each country. Otherwise, you can make a general rule for all countries and then a specific rule for free shipping within the United States.
