Free shipping coming up as a %

I am setting up a free shipping code, and I want it to be a flat rate of $5.



Instead what is coming up is a percentage, so instead of getting $5 off of shipping, you get $.25 cents off.



A $35 product should end up remaining $35 in the total, but instead is $39.75.



How can I change this?

Shipping discounts can only take a % off the Shipping charges, not a flat amount. If your intent is to provide free shipping, you would do that by setting up a 100% discount applied to Shipping & Handling.
