I am trying to test a handler that I created so that I can track orders on my website. All of a sudden I get the message that my IP has been blocked from completing the purchase? What the hell is this? I didnt block my IP.

We do have a security feature that blocks the same IP address from making multiple free purchases as a safeguard from someone who might figure out a flaw in your cart setup (such as finding a personal 100% test discount, etc) -- you can clear this when it happens to you personally by logging into your E-junkie account from the IP that is being blocked.
