I need a flat rate of $6.65 to be added to ONCE for domestic orders. I need a flat rate of $19.95 to be added ONCE for all international orders.

2. Set capacity for each product to a high number like 100000
   
3. Set the price of box to 0 and weight to 1
   
4. Set the per ounce domestic price to 6.65 and per ounce international price to 19.95
