In this instance the customer is "purchasing" several items in separate transactions using coupon codes which do not require any payment. I often do this from my machines to test things in the store.

In this case, the customer inputs 3 orders and is then blocked by the system with an error message that there have been too many transactions with that IP address.

Is this a setting I can turn off?

To reset the block on Free Checkouts for your own IP, simply log into your Seller Admin (you may need to log out and back in again). This block is intended to prevent abuse in case of inadvertent misconfiguration allowing unintended Free Checkouts.

If an actual customer is triggering the block, presumably to obtain free download links, you might consider just issuing their links manually using "Send free download link" in your Seller Admin.
