It looks like the page on which the disabling of the cross promotion feature was disclosed was edited on October 24 in 2010. So the temporary disabling has been going on a while.
I would think, though, that there's an easy workaround... as e-junkieguru suggests, just add some cross promotion to the thank you page.
I've done this before and it works pretty well (especially if you offer a discount).
