I'm changing the name of my business and with Paypal they recommend I close my old account and open a new one. How should I proceed with my e-junkie account so I won't lose any of my products & settings since it will be tied to the old account?

You can cancel your subscription from E-junkie Admin > Cancel Subscription (it will take you to PayPal and then you'll need to login with your current PayPal account to cancel the subscription) and then start a new subscription from Admin > Start subscription (it will take you to PayPal and then you'll need to login with your new PayPal account to create the subscription)

And I won't lose any of my settings or products I have setup if I do this?

As long as you subscribe before the payment due date mentioned in Admin > View Summary.
