We want to allow Non-U.S. customers to purchase downloads but not allow tangible sales, to avoid shipping issues for now, we have United States as the only destination for shipping.



How do NON-U.S. citizens complete transaction if the cart defaults to United States, in the "your country" option (w/ no other choices) but still requires a postal code which would NOT be a U.S. code?

The cart only requires the buyer to specify their country and ZIP/postal code if they have added any items with Shipping (or Tax) enabled to their cart, and a postal code is only required for countries that use postal codes. If the buyer only adds items to their cart which don't have Shipping or Tax enabled, they will not be asked for a country/postcode, so your Shipping Destinations limitation would also not apply in that case.
