You will find Send Free Download Link under the Manage Buyers category in the left-hand sidebar. If you don't see that category, you may need to scroll down, or if you're on a small screen, you may need to click the menu icon [☰] to show the sidebar menu.
The only significant change in Seller Admin is that the links from the old homescreen are now listed in that left-hand sidebar, using the same grouping and wording as before, and the new Dashboard homescreen provides shortcuts to commonly-used functions.
