Error Message, Help

Went to buy something the other day for like 10 euro with my card and it came up with an error message. So then tried the paypal option and it worked fine.

Was the problem on my end ( Barclays Visa Debit Card ) or on their end ( maybe just a problem with the website )
I think the error message said " The merchant's account is not able to process transactions "

I am in England
